I refer the minister to further comments by Mr Kloppers, who described the carbon tax as: … an economic dead weight cost because it's basically just an export tax, and those costs get discounted into investment decisions. Would the minister expect international businesses to factor the cost of the carbon tax into their investment decisions in Australia?
