I remind the minister: five months for the GST; three weeks for the carbon tax. Given that then Prime Minister Howard submitted his tax reform package to the will of the people at an election and then submitted it to thorough parliamentary scrutiny through multiple inquiries that ran for five months, will the minister explain why Prime Minister Gillard is so scared of public opinion, public scrutiny and parliamentary accountability that she wants to rush her carbon tax bills through the parliament with no decent opportunity for public comment?
