It is still to be clarified how OECD guidelines on the classification of aid money would have any bearing on this. I would expect it to be tangential to the major government investment required to establish these facilities. As I said earlier, senior officials were undertaking discussions as recently as a few days ago with the government in Nauru, working towards the details of a memorandum of understanding, and they will be working as quickly as possible to conclude negotiations and agree on the details of arrangements with Nauru and Papua New Guinea. These are legitimate concerns, and I will be happy to be forthcoming when we have nailed down the details. Again, I am happy to share them with the house and the senator before the budget.
