Dr CHALMERS (Rankin) (14:50): My question is to the Prime Minister: The royal commission into aged care has heard that, in the weeks before Earle Haven suddenly closed, the government knew that 50 per cent of residents were regularly physically restrained and 71 per cent were chemically restrained. Does he agree with the commission that this knowledge should have raised alarm bells and that there should have been a clinical team down there the next day? Does he agree this was a profound failure of the government's regulatory system?
