Given that the government cannot say where the extra $16.2 billion is coming from and cannot explain how spending that $16.2 billion will drastically improve literacy and numeracy, and cannot reassure thousands of schools that they will not be worse off under its so-called reforms, is it true that the only thing left in the government's education revolution is the guillotine?
