In the case of the Australian Education Bill 2013, the government has set aside 165 minutes to debate the expenditure of $16.2 billion. Does the minister seriously believe that giving the Senate one minute of debate for every $100 million the government plans to spend is anything but a complete insult to Australian taxpayers?
