Isn't it the case that, if the government was not artificially bringing forward scheduled 2012-13 local government financial assistance grants worth over $1 billion in this financial year, and artificially bringing forward payments of the government's new schoolkids cash splash from July into June, your projected 2012-13 surplus would be a deficit on these two adjustments alone?
