Given this government's track record of broken budget promises, having presided over a staggering $34 billion blow-out in the deficit this financial year since the release of the Pre-Election Economic and Fiscal Outlook, why should anyone believe that it will actually deliver on a promise of a wafer-thin $1.5 billion surplus when that is based on an unrealistic expectation of the largest increase in revenue in 25 years?
