I refer to the minister's previous answer about demand in the National Disability Insurance Scheme. Is the government seriously suggesting that Australians with disability aren't out there waiting for care packages? And is the government seriously suggesting the National Disability Insurance Scheme can adequately meet demand with a $4.6 billion underspend?
