Senator Wong: The Special Minister of State has provided the following answer to the honourable senator’s question: (1) 29,920. (2) Cases per electorate - refer Attachment A. After eliminating official errors, including lists not being marked or scanned correctly, 16,210 electors remained to be investigated. 21 electors were subsequently found to be deceased. (3) Enquiry letters were sent to 16,189 electors, seeking information as to why they had been marked as having voted more than once. For number per electorate – refer Attachment B. 13,775 cases required no further action: 6,265 voters were matched to an apparent non-voter record of similar name. 5,211 voters denied multiple voting. 1,660 replies indicated official error. The remaining 639 voters were either deceased or were considered to require no further follow-up. 2,414 cases were further investigated: 1,458 voters admitted multiple voting, with over 80% being aged, new voters with limited understanding of the voting process or those with language difficulties. The remaining 956 cases were predominantly non-responses which were referred to the relevant Australian Electoral Officer (AEO) for decision. The AEO then determined follow-up action of either sending a warning letter to the elector or finalising with no further action required. 19 cases were referred to the AFP for further investigation. In three cases the AFP’s initial review indicated no further action. The AFP conducted a Day of Action on 12 May 2011 to obtain further information from the remaining 16 apparent multiple voters. The AFP reported that: 11 voters denied voting more than once. In the absence of any further corroborating evidence, the AFP decided to take no further action. In one case, the AFP could not contact the voter after multiple attempts, and decided to take no further action. Four voters admitted voting more than once. Due to the related disabilities of one person the AFP decided that it was not appropriate to continue the matter. The three remaining voters that admitted to voting more than once were issued with a formal Police Caution.
