In terms of carbon emissions, yesterday's announcement only dealt with emissions in the electricity sector, which, the minister acknowledges, only make up one-third of Australia's total emissions. What are the government's plans in respect of emissions reductions in the areas of transport, agriculture and the direct combustion industry generally, including schemes to incentivise and reward the agricultural sector to reduce emissions?
