Senator KIM CARR (Victoria) (14:03): Mr President, I ask a supplementary question. I refer to the Prime Minister's statement that the frigates are coming 'as a first prize to South Australia'. Why should South Australians believe this promise when the Prime Minister has already walked away from his promise to build future submarines in South Australia?
