Mr ALBANESE (Grayndler) (15:07): My question is to the Prime Minister. I refer to Budget Paper No. 2, which says the Melbourne Airport rail link should be financed off-budget instead of with traditional grant funding. Is the Prime Minister aware the Grattan Institute has said: If infrastructure projects are never going to make a commercial return, the government should stop pretending they will. Isn't it a fact that, if the government maintains its sham funding proposal, the rail line to the airport will never, ever be built?
