It was not a cabinet document as such, in the sense of being— Ms Macklin: Why was it marked sensitive? Mr TURNBULL: It was marked protected because it was dealing with matters that were to be submitted to cabinet, but were not in fact submitted to cabinet. I understand that the secretary, Mr Pratt, is conducting an investigation. I cannot advise the House whether he has called the Australian Federal Police in to do so, but he certainly should.
