In approving an almost $2 billion settlement for victims of the coalition government's unlawful robodebt scheme, Justice Murphy characterised it as 'a shameful chapter in the administration of the Commonwealth social security system and a massive failure of public administration'. Why was this shameful chapter designed by Mr Morrison as social services minister, implemented by him as Treasurer and supported by him as Prime Minister?
