Senator WATERS (Queensland) (12:26): Mr Deputy President, I seek leave to make a short statement. The DEPUTY PRESIDENT: Leave is granted for one minute. Senator WATERS: The environment minister is clearly the appropriate regulator given that he is required to know who the proponent is for a project. So I have submitted an amended motion which confines the scope of the request to that point. I expect to receive Labor's support for it and, failing that, will only draw the conclusion that they are in bed with the coal industry. The DEPUTY PRESIDENT: I remind senators of a Procedure Committee report which discourages members from using leave to engage in debate and suggests that it should be used simply to make statements. I draw the Senate's attention to that recommendation. The question is that general business notice of motion No. 596 be agreed to.
